My Sheltie chases cars... Normal but it's excessive!?

Lassie, our year and a half sheltie, has this massive car chasing problem. When we picked her up at the breeders' a year and a half ago, after about 45 minutes in the car we decided to let her out to pee. We were behind a big brick building and the cars were about 50 feet away. We had her on a leash and as soon as her 8-week old paws hit the ground she took off running and barking towards the cars and road. Luckily, we had her on a leash and she didn't get far. As far as I know, her parents and littermates don't have that problem. She chases anything that moves. Cars, soccer balls, birds, our cat, shadows, lights, etc. It's very annoying, and we are very worried that someday she will get off her leash and run in front of a car that doesn't see her and get hit. The closest experience was when she got out the front door, ran to the neighboring cul-de-sac, and saw a car coming and ran directly in front of it and attacked the front wheels. It scared us to death! PLEASE help!
