My teacher uses BitTorrent for class?

Whenever we learn about something like a fingerprint activity or something my teacher will go on BitTorrent and download a Bill Nye the science guy or Inspector Gadget. She used to keep it a secret until one of the inspector gadgets had a weird title.

Could the city or school get sued? This is a public school rubbed by the city

Unless these videos are in the public domain, which I highly doubt, it is absolutely illegal. I also have a problem with your IT department being so incompetent as to even allow this. Any half way decent IT person can easily block this activity. No school or college allows this activity for any reason that I know of because of the dangers.

worst comes to worst she'll get fired--TOPS.

Most likely she'll have to pay for broadcast/redistribution rights for each file on her computer.(several $K per file! )

The school/city would be indemnified against any wrong doing because they're smart enough not to instruct teachers to get material online through BitTorrent.
