Name of a novel about child abuse?

A year or two ago I read a novel which I really want to read again, but I can't remember the title of.

It's about a couple who are arrested for child abuse, and the story is told through the viewpoints of all their neighbours and friends as the investigation takes place.

If anyone has read this or something that sounds like it, I'd love to find it again. Thanks!

The Bitter Cry of the Children, by John Spargo ~ This book was the result of a yearlong investigation into child labor by Spargo, already a renowned journalist. His book sparked an international crusade against child-labor, and forced the passage of legislation relegating children to school, and restricting underage labor.

Child labor is probably one of the worst forms of child abuse, for its effects stay with people for the rest of their lives.
