Need direction on how to make money(or not pay money) by picking up

discarded, scrap tires.? I am tired of seeing all the scrap tires in my community just littering the alleys and roadways. Is there anybody that can help me by directing me to a way that I can collect whatever scrap tires I find and possibly even making some money by doing this good deed? I am not a big fan of paying anybody money for scrap tires just so they can take them and make them into a product like ground up rubber for playgrounds or door mats. That makes no sense to me - give them their raw material that they need to run their business and get charged for giving them the product that will make them money. I don't get that concept. They should be paying us a minimal charge just so that they can have unlimited raw material to work with. If there are any sources that take scrap tires and either don't charge or even pay a little I would be much appreciative if you can lead me in their direction.
