Need help in an interesting debate topic?

The topic is "Peers instead of principal should decide punishment for student offenders."
It's a really interesting topic but I can't find enough points for it.
I hope that someone can list out some pros and cons for this statement.

Pros: Peers know what it is like to be going through something at a certain age. Able to relate.
Know how other students will respond to the offender.

Cons: Don't have enough life's experience to know what will/can be long-term consequence.
Don't know how the parents will respond or what home life is like that caused this behavior.
Don't know the legal implications of the behavior.
