Need help with Android Tablet?

I asked earlier but I decided to ask again and be more specific. My tablet just shut down and reset on me. It said that I can no longer access my apps and that everything was gone. I turn on my tablet and I get a black screen with the battery charge, time, and some buttons. It has a white and red stripe circle(kind of like The symbol used for Target) and says Touch Screen Caliberation: Please tap the circle. I tap the circle and I get a screen with a white cross on it. I'm unable to touch anything on it. How can I get my apps back on it? Once again I can't click any buttons on the screen. only that red button. Thanks.
