new fuel pump on my 91 chevy 1500. but still, the pump wont make that whining noise.?

I've changed the fuel pump relay and nothing. Changed pump and strainer and still it won't make a sound. There is one cable over by left side of engine disconnected buy I'm not sure where it goes (stupid I know) anybody know what could be wrong? A wiring digram would help alot too. Thanks
