New room mates complain about noise?

I live in a party house of 8 people. We're all college students and have parties regularly. One person moved out, and the brother of another room mate moved in. They were aware of how this house operates because they've partied here before. We're loud, and up til 5 and sleep for a couple hours til we have school in the morning. Lately the new room mate has been posting extremely angry messages on facebook about loud room mates. What should happen? Who is wrong?
 
I didn't move into halls because I wanted to study, not party. Lucky for me my mum lives near my college, but it always seemed a shame to me that students who had to live in halls who actually genuinely wanted to study have to suffer because most students think that college is about getting drunk and staying up all night.
Of course you're not bad people for wanting to carry on what you've been doing for ages, but he's not bad for needing more sleep than a couple of hours before class. I smell a compromise on the horizon!
 
Well, he should have expected it, but even though you are young, you shouldn't behave like a bunch of animals, totally going off the deep end in my opinion.
