Newbie here.. how do the points on Yahoo Q&A work?

I've only answered a handful of questions, each time I got 2 points. I got best answer a couple times and think I got 10. But how come people say, "I'll give 10 or 20 points given for best answer"? How can u choose how many points you use & how do you give away points?
