No bluetooth settings on Tiger laptop?

I got a usb bluetooth adapter for my old PowerBook that I still use for some things and I have Tiger on it. There is no Bluetooth option in system preferences. How do I get it to work? Nothing happens when I plug it in. It works on leopard and snow leopard btw. So it is compatible with osx just not tiger. I think thats the problem?
 
It may not be compatible with Tiger, or it could be that there's no driver for PowerPC Macs. Look up the model number and see if there's a driver you can use for it.
