Nokia N81 - can it be use in Hong Kong and China?

My parents are going to Hong Kong and China soon. I would like to know if they are able to use the unlocked Nokia N81 in Hong Kong and China? If it's possible, do they need to buy 2 sim card one for china, one for hong kong or one sim card covers both hong kong and china?

they don't need to buy the sim card,but use the Chinese sim will save more money if they call in China.
