Not having Cruise Control Causing my Check Engine Light?

Hello,
2 years ago I failed emissions because my check engine light was on and reading Vehical Speed Sensor. So i had an auto repair shop work on it just to get my waver for emissions. The sensor worked and everything and they said they needed more time to trace the circuit. Recently I put a new clutch, flywheel and tranny(new sensor) in my car and now its time for emissions again. But once again my check engine light is reading Vehicle speed sensor. So the problem must be somewhere in the circuit. Does anyone have any ideas on where I go from here? Could not having cruise control be throwing this error? Thanks in advance for any help.

No...

Could the same problem that took out the speed sensor, also be causing the CEL?

yes... very possibly... you need an exerienced Toyota Mechanic look at that circuit peice by peice to determine the problem.
