Not using up all of my RAM / Memory ?

I have an Inspiron E1505. 1.6ghz Centrino Duo. It came with 1GB of ram but recently installed 2GB (2x1GB). I have Windows 7 so on the desktop i used the Memory and CPU widget. I have never seen the Memory meter go above 46%. It goes up, then just stops there. The CPU meter maxes out at 100%. I have the ATI X1300 video card. I tried playing counter-strike 1.6 with all the video settijngs to the lowest. At first it plays good, nice and smooth. But then usually after about 10 minutes, it gets REALLY choppy and unplayable. Is something wrong? Shouldnt the Memory meter go above 46%?
