Ohio temporary permit?

My friend is 18 and just got their temporary permit for driving. Do they need to have insurance while they have their temporary permit? I know when you are younger than 18 a parent signs a form, but nobody had to sign for my friend.
 
He needs to be insured under someones policy. Should he have an at-fault accident, he and the vehicles owner would be held responsible, and the owners insurance may refuse to pay.
