old cingular phone won't go online?

i have a samsung sgh-d807 from cingular and its not letting me buy ringtones or go online at all. im guessing its because they switched to at&t because my dads phone can go online and buy stuff and its newer and from att. so is there anything i can do to the settings or something so i can buy ringtones?
