Omg I can't believe this happed!!!!!!! Can u help?

My little bro only 19 went to a used car lot with his friend, and he end up buy a pieces *****. he give 2,000 down, his monthly payment 250-300 (not sure) by the time it all done he paid 17,000 (around there) for a 2003 gmc sonoma. The thing is it need an oil change , the fluid in the transmission were very low, the back window does not lock, the tires are down to the wires,and the doors do not lock! The list goes on! One thing is when you turn it on it makes a loud noise, I don't even think it will pass smog test! Is there anything I can do to help him out? I don't want to make him fell bad, but i don't want him to pay for something like this!
