On an olden ship- like a big pirate ship - what does the wheel/stern actually do? ?

Does it turn the masts and sails or is it rigging and ropes that do that. the reason i want to know is beacuse i'm writing a novel where they are on a ship for a brief time and i have no idea about ships at all. Also does anyone know what the inner compartment below deck is called. Any help is appreciated, thank you.
