it depends, if you have loads of money, make the highest level of arrows you can. If you don't have as much money, buy willow logs and flech them into longbows. Then pick loads of flax and spinning it into bow string, then string all your bows.
Another fast way is to go to the stealing creation minigame and in the rewards you can get a multitool which gives you double xp when you fletch unstrung bows. (fletching knife)
