this girl told me that she will come here in my place and we will meet i spend like $1500 to help her to buy her own plane ticket to come in my place. and nothings hapend i just got scam only.. is this girl will be arest??

You have to file a police report at your local police station but there is very little chance they will be arrested if they are overseas. You NEVER send money to anyone for a plane ticket. If you are buying a ticket you buy a fully refundable ticket from a travel agent in your country and send the person the receipt. ONLY a scammer would ever ask for money through Western Union
