Opening discount tobacco store in North Carolina?

I'm looking into, and really interested opening a discount tobacco store. In the city and state of Fayetteville, North Carolina. Like how would I get in contact with vendors and such, to buy the tobacco at a wholesale price? Where do I start, and what are some prices?
