Overweight kitten, 6 months old?

My kittens are about 6 months old now. We have on female and one male, both orange tabbies. But the boy is becoming overweight (Around 11 pounds when last weighed, his sister is only 5 pounds.) Ive been told I need to get his weight down, and Im trying, Ive taken him for walks, I make him play more, don't feed him anything but cat food. I can't cut down on his food though, because he'd just eat all of the other cats food when he was finished. We've had them on a weight loss formula cat food for awhile, but it doesn't seem to be working.

Any suggestions?
 
Ok, here's the stuff that I'm doing for my cat
1. Buy a mouse on a stick or whatever, and run him around the house.
2. Only give him 1/2 a cup of food per day.
3.Teach him some tricks, like how to turn around on cue. Then practice with him a lot!
