Packets being dropped while on the internet?

My internet is very slow. This is due to packets continually being dropped. I pinged my internet and there are small burst of speed (33 ms) however about 3% of the time there will be a timed out and there will also be a very slow latency (up to 400 ms). There seems to be a lot of noise for my wireless internet. Can someone help with a solution please.
I have a Dell Wireless 1395 WLAN Mini-card Rev 3.00
