Password protect internet downloads?

Hello thank you everyone in advance! I just fixed my computer reinstalled Vista. I have my computer locked my lil cousins have to tell me what they are going to do before they can get on my computer. Then i type in my password. I dont wanna make a guest account so how do i make it so you have to enter a password to download anything from internet explorer??????
How would i make it ask for permission??

I dont think this is possible at all. The best why to stop them from "wrecking" the PC is install a Guest account. I know you dont wish to do this but if they try and install something it will ask for a password plus they can mess with settings in your account but are limited in the guest account and if they mess that account up just delete it then make it again!

In vista whenever you create an account it is not automatically password protected. You first of all go to Start > Control Panel > Add or Remove User Accounts > Click continue > Create a new account > Choose Standard or Administrator > Click Create Account. Open the new account and enter a password of your choice. Close the Window and restart the computer. When the computer has restarted press Ctrl+Alt+Delete together and make any changes you feel are necessary.
