Ok, I have METRO, I hear that if I get a Droid 4G phone, I can get an AP that will allow the phone to become "it's own WI-FI hot spot" basically.
SOOO I would be able to connect by USB,my phone to my lap-top and access the net.

Is this correct? Is there such a thing?
This way I could drop my DSL at home and use my phone, saving me some $$$

1) Please don't mix technologies. You're talking about 3-4 separate things there.

2) MetroPCS only have LTE in 1 or 2 cities, doubt it's your city, and NONE of its Android phones have LTE so far. Closest is LG Optimus M, which is a relatively low-end Android phone, 2/3G only.

3) "WiFi Hotspot" is known as "Wireless Tethering". That feature is NOT active on the MetroPCS Android phones. There are some ways to hack it, but that's up to you. AND you won't enjoy the speed (too slow)

4) You can also link the phone to computer via PDANET and USB cord. That's "wired tethering". It works, but again, you won't enjoy it. You certainly won't be able to play any games with it, or download any serious files.

5) You will hate yourself if you do what you're thinking. Trust me.
