Place where crime is high,tax will be high?

Place where crime is high needs to money for police department, they will have to work more, need weapons, need better jail. So countries where crime is high have high tax than place where crime is low?

Also tax gets higher on Military? when they go war, they need money for weapons so tax gets higher?
