By far the best way to see Lebanon(and Beirut) is by a package tour which includes accommodation and transport particularly if you are travelling alone..

Beirut is fairly safe to visit as a tourist but there is some parts of the city that can be dangerous after dark. You would be better going with a group on a package tour.
