Tsukushi actually becomes a target for other students who bully her after she receives a card from the F4. Tsukasa is the leader of the F4 and it's because Tsukushi stands up for her friend Makiko after she has a run-in with Tsukasa that she receives the card.
So, the two basically hate each other at first but after Tsukushi attacks Tsukasa in the hallway, giving him a red card of her own, he becomes attracted to her strength and personality.

Check out the movie "You Got Mail". It stars Meg Ryan and Tom Hanks. In the movie Meg Ryans owns a bookstore in a small city and then there is a huge bookstore across the street that is in competition with her store. Later on a wealthy guy, who stars Tom Hanks, buys out this bookstore across the street and expands on the bookstore. Of course Meg Ryan is furious that a wealthy guy who buy this huge bookstore and expand the bookstore to compete with her bookstore.
In turns out that Meg Ryan searches for love online through instant messaging and Tom Hanks does the same. Their path bump into each other online through their fake usernames. Of course they hated each other especially when both of them own bookstores across the street and are in competition towards each other.
