Please help me...i am trying to remember the name of a film and all i can remember

is the plot...? its quite an oldish film like maybe 80s or early 90s, a prominent man of the town sees a girl at a party he pursues her until they start dating..he gets really obsessed with her and buys her lots of things and trys to control her, he buys her a tv and some new clothes and things and gets more and more obsessed. she gets a bit freaked out so she breaks up with him and starts dating another guy that randomly came into her work one day and asked her out...the first guy gets really jealous and kills her. there is no evidence apart from her diary. its obvious that the guy killed her but he is impecable at lying and denies everything...in the end they figure out he borrowed his brothers boat and shot her and put her in a fish bin which is found floating out at sea with chains all over it...then the end he gets arrested. i cant remember any actors in it ...i think the main guy might have been on a tv show in the 90s....please help me this was such a good movie and im trying to recomend it to a friend
