put coil covers on and now bike won't start?

I recently got a motorcycle and it had accel coils on it, so i got coil covers and installed them I didn't put the bottom bolts in due to space but now my bike won't turn over are the top and bottom bolts for a ground or what is going on PLEASE HELP
