query letter for a sci-fi?

I had just read that if you don't have any credentials or anything just skip it and send in the plot of the story, why it shoul dbe published and the thanks, maybe 10 pages of your script to. My brother and I have written one. he re-writtes my part becuase I have bad grammar if you can't tell. Anyway I was wandering if this is what we should do? A query that is short to the point, why our story should be publised and no longer than 1 page ?
