is the down speed supposed to be higher than the up speed for faster downloads? or the other way around??
 
Well, generally your download speed will be faster then your upload speed. Downloading is just faster.

And I don't believe your seed/leech ratio matters in terms of speed. Although some trackers may check, I don't think I've ever had it as a problem.
 
Download speed is entirely dependent on your "down speed", uploads are independent of download speed and refers to the speed at which you transfer data to other people, not the transfer of data to you (as in download speed). So it doesn't really matter how fast or slow your uploads are as long as download speed or down speed is high.
