Question about the iPhone 4 multitasking bar?

I just got an iPhone 4 and what I don't undersrand is, how come my friend tells me I have to close all my apps in the multitasking bar after I'm done with them? Does leaving them running in the background drain battery or something?

And how is multitasking different from just going to the home screen and choosing a different app? Thanks :)
