Question about those vents that lead to your attic?

I currently forgot the name of them, but those little vents that go all around your house (near the gutters) that bring air up into your attic. I saw on a show that they are there to keep your home cool in the summer. Well that is great, however it is freaking 20 degrees outside and I am freezing my ass off, so I am wondering if those vents are actually making my home colder? If so, should I cover them during the winter time? There are days when it is 75F outside and my house is 60, it is a newer home (only two years old) and well insulated and it is great in the summer time as you don't even need the AC but in the winter it is very cold.
