Question about verizon and smartphone data fees?

I heard verizon offers a cheaper smartphone fee of $15 for 150 mb of data. Is this true? I heard they started letting android users get this data plan too. So what I want to know is can I get a droid 2 and the 15 dollar data package? Thanks in advance.
