really interested or just messing with me, whatcha think?

I have a friend we are not very close and he has lots of friends, both guys and girls, we really hit it off and he was going through a divorce. I knew he probably just wanted to be single for a while but we continued to talk/txt but never really hang out together. Over a few months we expressed interest in each other but he ultimately said he didnt want a relationship. I could understand this since his divorce was just finalized. I've decided a million times to just let him go and except that there is a friendship but not a very deep one. I will go 2-3 without talking to him and he always ends up calling or txting me to check in, see what's new, and it always ends up in more flirtatious behavior like before...I think he just likes messing with me because I came clean about my interest in him months ago. but sometimes I do think that maybe there was a real spark and he knew he just wasnt ready...did I mention that at one point I was just like well this isnt gonna go anywhere romantic so I might as well and just have some fun and sleep with him...and he's kissed me but turned down sex...so these facts are why I am confused....any scenerios out there??????
