Reinstalled Windows XP Pro SP3 and my internet slowed to a crawl?

Well, I know my way around computers, routers, and the like, but this one has me stumped.

I have two computers on my network, both hooked up to a Netgear RangeMax Wireless Router. My ISP is Charter Communications. Though they're a horrible ISP, I've never had any real problems with internet speed with them before. I have yet to call Charter and ask what the deal was, however, so it is possible that something screwed up or needs to be reset on their end.

I recently reinstalled a copy of Windows XP Pro SP3 on both computers, simply to reformat them for needed maintenance and other such operations.

Before this, both computers got a nice steady average 500 kb/s (Obviously depending on the server) from most good servers, with a variable range of roughly 100kb/s.

After the install, my average download speed from every website I have tried from every server. My internet is just slow. Now my average download speed from the same sites is between 5-15kb/s (Sometimes I actually hit 20kb/s for a few seconds! >_>)

I did a full reset on both my modem through my ISP (I had to get it reset for something else) and my router, but nothing changed.

Now..after all that, (Which feels like a horrendously long question on my part--I apologize) can anyone think of what my problem may be, or any solutions I could take?

NOTE: Though I'm sure some will respond regardless of my posting this addendum, regardless, I have researched the supposed "Windows XP Pro takes 20% of your internet speed towards downloading updates" issue, and it's completely false. It is true, but it only does that when the computer is idle, and even then, usually has no reason to consume said bandwidth, and as such does not.



Now, on another slight side-note, previously, whenever it came to downloading anything via a program, such as a game patch, map, or an msn file transfer, my internet and performance as a whole became very poor. I then set my connection to a static (It's currently set to dynamic) and port forwarded the programs, and I immediately had my full power. Though that will probably be a limiting factor in the future, I don't believe it should be affecting my current problem. However, since it is certainly possible for me to be wrong, I felt it may be beneficial to post.

EDIT: Forgot to mention, I performed several speedtest.net tests all from the same server (Chicago, closest one to my area)

Previously, my download speed marked 6771 kb/s, upload 969.

Now, my download speed marks 1613, my upload 954. (Odd how my upload speed didn't change, not sure.)
