Replacement Key for 2005 Volvo s40?

I just bought a 2005 s40 Volvo but it only came with one key. I called the local dealership and it will cost $200 to get a new fob not including the metal key. I see on Ebay used remotes that you can get reprogrammed. The Volvo dealership said that you can't reprogram these keys but I feel like they are just trying to make money. Is my only option going through the dealer for all parts of this?
