Restore iPad apps after their lost?

So I tried downloading this app that I paid $3.99 for, but it won't finish the download. The iPad tells me to sync it with my iTunes, but my iTunes on my computer doesn't have all the apps I downloaded directly on my iPad! So when I sync it, I will lose everything on my iPad, and only have whatever I have on my computer, which is the one that won't download directly on my iPad.

So if I do lose them (Kobo is one of them), can I get them back somehow, including the books I downloaded from Kobo?

once you pay for it you can download it again and it will say something like you have already purchased this or you have purchased a previous version just say yes and it will download. also when you connect your ipad choose transfer purchases in itunes and it will put everything you bought on itunes.
