Restricted phone calls?

Is there a button or number you can call (after you recieve a call on restricted) to get the number? I always get restricted calls and it's really annoying and i have better things to do than listen to people say something dumb, laugh, then hang up. So yeah is there like a number you call that will tell you what number called you?
