Returning a cellphone to ungrateful owner, wtf?

Hi there, about 2 nights ago I went to a club and I found someone's cellphone. The next morning I checked it out and it belonged to some American (I'm from Canada) who came here from just across the border. I was going to give it to my friend because he needs a new phone, but then I put myself in that American's position and decided to give back his phone. I texted his girlfriend with his phone and told her where he could meet me in Canada tomorrow to pick it up. He told me to text her back today about where we are going to meet, and when I tried to, it failed because he got calls and texting blocked on the phone.

So basically, this fool just blocked out any communication he could have had with me to get his phone back. I texted his girlfriend using MY phone and said it's me about the phone, and I got no reply. Then I called his house number (which I get charged for long distance) and left a message. Still no reply and I'm supposed to meet him in an hour. Also, I have to drive 30 minutes to get to the city.

So wtf should I do??? I tried to do a good thing, and I get no reply?? I mean I'm willing to go through great lengths (driving 30 minutes, calling and texting him internationally, etc..) and this guy isn't even replying back.
