Sailor Moon Question: Target Audience?

Toei's just unfroze the rights to Sailor Moon recently, and apparently some countries have the rights to redub the anime. Some of the promo info has stated that their target audience being from ages 4-12. I personally don't agree with that, because even in Japan it wasn't targeted at that age group. And if the other countries are getting all 200 episodes, how are kids in that age group going to handle Stars? Overall, I'm wondering that if your country obtained the rights to Sailor Moon (or already has), what age group would you want it targeted at? I'm in the USA, and I was hoping for at least 13-17. If anyone remembers the DiC dub, it wasn't so corny in the day, but now grown up, it is, lol. At least with that age group, I'd hope that the script would be a bit more mature, or like the original. Also, I think that people aged 13-17 could easily understand Stars. What are your thoughts?
