I am a legal resident of Anchorage, AK, which does not have a sales tax. I am going to college in Washington, and coincidentally ordered a guitar online from a dealer somewhere else in Washington to be delivered to my location at school. The billing address to which the credit card I used is registered is in Anchorage. Am I exempt from the sales tax I was charged?

No. Any items delivered within the state of the seller are taxed at that state's rate. (Additionally, legal residents of states other than the state of the seller are supposed to pay a use tax equal to what the sales would have been in their home state minus the sales that was paid. This does not apply in your case because there would have been no sales tax in your home state.)

The billing address on the credit card does not matter.
