Bush Doctrine-The security environment confronting the United States today is radically different from what we have faced before. Yet the first duty of the United States Government remains what it always has been: to protect the American people and American interests. It is an enduring American principle that this duty obligates the government to anticipate and counter threats, using all elements of national power, before the threats can do grave damage. The greater the threat, the greater is the risk of inaction – and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the enemy’s attack. There are few greater threats than a terrorist attack with WMD.

To forestall or prevent such hostile acts by our adversaries, the United States will, if necessary, act preemptively in exercising our inherent right of self-defense. The United States will not resort to force in all cases to preempt emerging threats. Our preference is that nonmilitary actions succeed. And no country should ever use preemption as a pretext for aggression.

Nobody really knew what it was. It was just a term coined by a columnist. To claim it had any official definition is just ridiculous
 
I constantly check Department of Defense websites and I had never heard of a "Bush Doctrine" before the Katie Couric interview. Although the paper "National Security Strategy of the United States" was published on September 17, 2002 (which was the first official use of the phrase) you must ask yourself one question. Do you really expect a governor of Alaska to have read a defense report of this manner? Have any other governors done so? Political pundits may at times have mentioned the phrase but it was by no means a "mainstream" term.
The interview may not have been her best but I will not demean someone for not knowing a term which is outside their experience. For example, I am a pilot. How would you fell if I constantly mocked you for not knowing basic Category II ILS minimums? Or for not knowing what an empennage is? Governors do not deal with foreign policy enough to be expected to know everything about the defense policy of the nation.
