I mean, c'mon, even the Klingons had a cloaking system. Data and Geordi couldn't whip one up on Holideck 3 or something?

I still believe they sunk too much cash in perfecting the 'stun' setting on their phasers. You think the baddies are gonna pour thousands of man hours and funds into something that only temporarily immobilizes their enemies? No. They were busy cloaking and finding neat lil critters to stick in your ear to control your brain.
 
I wondered that too!!! I guess they didnt want to seem like they were evil and sneaky...
