screaming,loud,always partying late! neighbors?

i live in the suburbs and it can get pretty hot, i like to open my windows and the neighbors from the street behind me are always yelling like right now actually which is very annoying, they have like 3 kids and they play their drums outside and they have parties till 11 or sometimes later. last summer i sometimes coudlnt sleep because the music was so loud. they have been told to close their parties many times, im sick of all the yelling! its so annoying oh my god. is their anyone else i can call cause you shouldnt need to yell ALL THE TIME. its not like you know once and a while ITS EVERYDAY 9/10ish they play the drums loud music and yelling till like 10!
and the screaming is high pitched =/
and their dog barks all the time. they usually never let him in the house. how can i get the non-emergency police number?

dont forget, you wanna always make an "anonymous" call to the cops, if the neighbors finds out that you feel they annoy you, they could make your life crazy.

Go around the block and get their address. Everytime they start up and its too late for noise than call the cops. Just keep calling the cops they will come and fine them. They have 3 kids I'm sure a noise pollution ticket will cost them enough to stop making a lot of noise in the middle of the night.

Call the police with a non-emergency number (not 911). Tell them you want to report loud noise or a disturbance. If it's as bad as you say it is, then they can do something about it. If they keep doing it, keep calling the police until it stops!

If you have their telephone number then ring them at 6 am to complain about last nights noise. Let the phone ring forever. No phone? Then knock on their door at 6am until you wake them. Do this every time you are disturbed.Try 5am if this fails.

Get yourself a muscular boyfriend, who can go over there and threaten to beat the piss out of these people if they don't quieten down. And when they are quiet, boink your boyfriend and be very noisy about it. That will teach the loud mouthed neighbors of yours!
