Should catalytic convertor be welded on Dodge Grand Caravan?

We had catalytic convertor put on 96 Dodge Grand Caravan and now it is "rumbling" and sounds like air is leaking. thought it should have been welded where met exhaust, shop says, no it shouldn't be and most they can do is put a clamp on it. It is really loud and was not like that til this was done. Is it appropriate to weld it? Thanks!
 
Actually yes and no.The catalytic converter is a maintenance item that needs replaced periodically so welding would require cutting the exhaust every time this was replaced.However you stated that they said they could clamp it,this to me says that they did not do so in the first place which would explain the leak.I would definitely look into how the converter was secured.
