Should I go to the emergency room or wait for a doctor's appointment?

I have lymphedema in my legs and feet and they've become scaly and green on my toes and the tops of my feet. Besides that over the past year I've had problems with badly ingrown toenails. They're all curved into a ^ shape and my toes are red and hurt a lot. I keep trying to get a doctor's appointment but only get an answering service or that they're on holiday. So I'm asking is this severe enough that I should go to the emergency room?
