Should I Jailbreak my iPhone 4, iOS 6.1.3?

I got in trouble for using too much 3G , so, now the phone part is deactivated, so should I jailbreak it?

PS- in the far future when I finally have a job I may consider reactivating the phone part of my iPhone myself?

BQ- in the far future should I just buy a new iPhone ?
