It seems Cook County is usurping the Federal Government's authority in regards to immigration and it's been established that even if you make laws supporting the Federal Government's policy you'll get sued so clearly if you act against that policy they'd clearly have to drop the hammer.

I read the entire article and didn't see any indication that Cook County is doing anything contrary to Federal law and has not passed any new laws. Your question is gibberish.
