Should there be an open vent for oxygen to enter in a fuel container?

I recently bought a gas utility jug, and there is this option for a hole to exist so oxygen can go in, do I close it or keep it open? Is oxygen bad for gasoline?
 
Gas containers need to breath other wise your container expands & contracts with the weather. The hole is not to be to large a pin hole is sufficient. Hope I have assisted you in a way.
